Grand Jury: Library Director Should Be Let Go

Report Outlines Multiple Issues

A Sacramento grand jury has released a scathing report about the Sacramento Public Library Authority, which suggests that the director of human resources and library director be fired.

The jury determined 14 findings with multiple components and 14 recommendations in a report titled "The Business of Books."

Sacramento County's financial mismanagement of its public library system are outlined in detail -- from excessive money spent on consultants to abuse of library credit cards, costly travel expenses, overbilling and uncollected fines.

The library's director, Anne Marie Gold, is assailed on several issues beyond fiscal mismanagement in the report, such as lax oversight of subordinates, failure to resolve "chronic" morale problems, and inadequate record keeping.

"When serious problems arose within the Library system, the Library Director failed to communicate these issues in a timely manner to Governing Board members," the report said.

Three members of the executive team knew that the director of human resources was abusing the credit card system, the report said, but that her supervisors -- who knew about the problem -- did nothing.

The library's accounting software system, Eden, is criticized for taking years to implement. And the library's finance director is accused of excluding staff members from the software training.

The report also said Gold turned a blind eye on the "All City/Hagginwood Scandal." The district attorney's office alleges that the library was overbilled for maintenance work by as much as 300 percent. The library's former security director, James Mayle, and facility superintendent and maintenance director, Dennis Nilsson, are accused of arranging the work through All City Maintenance, a company owned by Mayle's wife, Janie Rankins-Mayle.

Board member Robbie Waters said Wednesday that he didn't know how bad the problems were until he read the report.

The library was given some good news on Wednesday. A court awarded the Sacramento Public Library Authority $2.4 million in a civil suit against the three people named in the "All City/Hagginwood Scandal."
