A man convicted as a juvenile of raping a woman and killing her with a meat cleaver has moved to Roseville, and police are informing the public about him.

Michael Charles Etchison, 53, served his time and is not wanted on any charges, but police said they are handing out fliers and holding a public meeting to inform parents about Etchison so they can protect themselves and their children from sex offenders.

Etchison, originally of Daly City but registered as a sex offender in Roseville, has spent the majority of his adult life incarcerated.

He was convicted as a juvenile of raping an 18-year-old girl and then murdering her with a cleaver in Daly City in 1972.

Etchison also served time for forcing four teenage girls and young adult women into performing oral sex, according to the Megan's Law Web site.

The flier being passed out by police includes Etchison's picture, car description and home address.

But Etchison said that while in prison he found God and that his neighbors have nothing to worry about.

"I do want to reassure them that they have nothing to worry about," Etchison said. "I take full responsibility for all that I have done. Today, I am a person that does the right thing."

Neighbor Brittney Kellogg said that when she found out a sex offender was living in her neighborhood she "freaked out."

"I tried to just not think about it because I don't want to live in fear that someone could come out of that house and attack me or the kids across the street," Kellogg said.

Police said they are also warning residents that they will not tolerate anyone trying to intimidate or harass Etchison.

The public meeting to answer questions from concerned citizens is set to be held Wednesday at 7 p.m. at the Roseville Sports Center on Pleasant Grove Boulevard.
