UPDATED: 6:54 pm PST November 20, 2008

The mother of an infant who was found dead in a Dumpster was arrested Thursday, Turlock police said.

Jessica Mae Betts, 19, was booked into the Stanislaus County Public Safety Center on a single charge of first-degree murder.

The Turlock resident's baby girl was not stillborn, police said.

Police said they do not know who the infant's father is.

The investigation is ongoing.

An anonymous tip led investigators to Betts, Sgt. Steven Williams said.

The coroner's office will determine what will be done with the infant.

A witness called police about the baby at about 4:30 p.m. on Nov. 8.

The deceased infant was still warm when emergency crews got to the SaveMart shopping center on the 1600 block of Lander Avenue. Crews tried to save the infant, but the was later pronounced dead.

Jeff Merrow said he was looking in the bin behind the store Saturday when he picked up a bag full of clothes and thought it felt too heavy. He looked inside and saw the baby with her umbilical cord attached. She wasn't breathing.

Investigators said they found a pair of large size purple women's sweatpants, a light blue bath towel and a kitchen towel with a green print pattern.

California law allows mothers to surrender their newborns at safe surrender sites, such as fire stations and hospitals, as an alternative to abandonment.
