SACRAMENTO, Calif. -- A campaign spokesman for embattled Secretary of State Kevin Shelley says the official does not plan to resign from office. Spokesman Sam Singer says Shelley has told him there is much to be done in his office and he intends to carry out his duties. He says Shelley is also expected to testify before a legislative panel next week on charges he mishandled federal voter funds.
The Legislature, meanwhile, drew up rules Wednesday for a lengthy investigation. Aides say Shelley has been debating whether he should resign his post or use next week's testimony to defend himself. While at times he has leaned toward resigning, Singer says Shelley was in a feisty mood Wednesday.
