SACRAMENTO, Calif. -- Despite increased voter registration statewide, the leaders in Sacramento County said they are expecting a low turnout for the June 3 primaries.

The Secretary of State's office said Friday that voter registration has increased to 16.1 million statewide. That's the highest voter registration number in three years, and the first time its been above 16 million since 2005.

So far, only 29 percent of the vote-by-mail ballots have been returned in Sacramento County.

"It just seems a lot of people are waiting a bit longer before they make their decision for this election. I think a lot of people are undecided. Two-thirds of our ballots have not come back. This is the lowest return rate that we've seen in quite a while," campaign services manager Brad Buyse said.

Buyse said there are more than 625,000 registered voters in Sacramento County, and 245,000 of those voters use vote-by-mail.

There is also a late return trend. In February, 50,000 absentee ballots were taken to polling places on Election Day up from 8,000 to 10,000 just a few years ago.

Given the number of recent elections, some political observers think many voters are suffering from voter fatigue.
