Groups upset over the lack of a state budget protested at the Capitol on Friday, even though the Assembly and Senate were not set to formally meet.

Meanwhile, the state is entering uncharted territory without a budget.

Saturday marks the latest into a fiscal year California has gone without a spending plan signed by the governor.

On Monday, lawmakers beat their Aug. 31 record for the latest the Legislature had ever approved a budget and sent it to the governor's desk. The fiscal year started July 1.

Although the Senate was not in session, senators checked in to receive their per diem payment. The Assembly did not check in.

An education group was asking legislators to take a "budget pop quiz." Health care groups were rallying to pressure the state to act.

Senate Democrats said they are waiting to vote on a Republican budget that isn't written yet.
