Man Faces Murder Charges After Pursuit Death
Victim's Brother: He Is Guilty

SACRAMENTO, Calif. -- A 26-year-old man was arraigned on murder charges Friday, stemming from a high-speed chase that ended in a deadly crash.
Michael Chavez looked stunned when the judge read the charges filed against him: murder and felony evading arrest.
When deputies tried to arrest Chavez Wednesday for parole violations, he took off on a high-speed chase. It ended at Marconi and Bell avenues, where Chavez is accused of running a red light and hitting a car, driven by 47-year-old Cindy Rowland.
"To me, he's guilty. It is murder. It was no accident. But I can't hate him either, because I'm trying to be a good Christian," said Rowland's brother Martin Jones.
Rowland had been a bus driver for special needs children for almost 17 years, the last several with the Folsom Cordova Unified School District.
Friends are working on a memory album for Rowland's family. In it will be photos and messages from the families who were touched by her death.
