City, Police Chief Pulled Into Sexual Assault Case

Civil Rights Lawsuit Filed After Officers Alleged Assaults

The city of Sacramento and its chief of police are now being pulled into the case of a police officer who is charged with sexually assaulting women on the job.

One of Daryl Rosen's alleged victims filed suit Friday against the city and Chief Arturo Venegas (pictured, right). The 12-page civil rights lawsuit was filed in federal court.

The attorney who filed the suit, Steward Katz, claims that Rosen (pictured, below)sexually assaulted his client 10 times. He also said that every time the alleged assaults took place, additional officers were at the home.

"The fact that other officers were present when my client, Chivon, was sexually assaulted. They weren't in the same room, but they were all in my clients duplex, in her mothers duplex, while he takes her off into another room and does what he does time and time again," Katz said.

Rosen is facing 13 felony charges.

Katz said that Venegas (pictured, right) was added as a defendant because he believes the chief was in charge should be held responsible.
